Message of April 29 was read, stating the House passed and returned            
for consideration CS FOR SENATE BILL NO. 212(FIN) am  with                     
the following amendments:                                                      
                                                                               
	HOUSE CS FOR CS FOR SENATE BILL NO.                                           
	212(L&C) am H                                                                 
"An Act relating to the giving of procurement                                 
notices; changing the content of the required                                  
procurement reports to the legislature by the                                  
commissioner of administration; relating to                                    
publications produced by state agencies; establishing                          
an innovative construction procurement methods                                 
pilot program; and establishing legislative findings,                          
a legislative purpose, and legislative intent for state                        
procurement; and providing for an effective date."

Senator Taylor moved that the Senate concur in the House                       
amendments.                                                                    
                                                                               
Senator Duncan objected.                                                       
                                                                               
Senator Little called the Senate.  The President stated the call was           
satisfied.                                                                     
                                                                               
The question being:  "Shall the Senate concur in the House                     
amendments to CS FOR SENATE BILL NO. 212(FIN) am?"  The                        
roll was taken with the following result:

and so, the Senate concurred in the House amendments, thus passing

Senator Taylor moved and asked unanimous consent that the vote on              
the passage of the bill be considered the vote on the effective date           
clause.  Without objection, it was so ordered.
